Despite the Internet, cell phones, email and modern communications, every year entire regions find themselves in the dark.
Wildfires, tornadoes, storms, ice and even the occasional cutting of fiberoptic cables leave people without the means to communicate. In these cases, the one consistent service that has never failed has been amateur radio. These radio operators, often called ?hams,? provide backup communications for everything from the American Red Cross to FEMA (Federal Emergency Management Agency) and even for the International Space Station.
Ramona?s ?hams? will join with thousands of other amateur radio operators showing their emergency capabilities this weekend.
Over the past year, the news has been full of reports of ham radio operators providing critical communications during unexpected emergencies in towns across America including the California wildfires, winter storms, tornadoes and other events worldwide. When trouble is brewing, amateur radio?s people are often the first to provide rescuers with critical information and communications.
On June 23-24, the public will have a chance to meet and talk with Ramona?s ham radio operators and see for themselves what the Amateur Radio Service is about, as hams across the USA hold public demonstrations of emergency communications abilities.
This annual event, called ?Field Day,? is the climax of the weeklong Amateur Radio Week? sponsored by the American Radio Relay League (ARRL), the national association for amateur radio. Using only emergency power supplies, ham operators will construct emergency stations in parks, shopping malls, schools and backyards around the country. Their slogan, ?When All Else Fails, Ham Radio Works,? is more than just words to the hams as they prove they can send messages in many forms without the use of phone systems, Internet or any other infrastructure that can be compromised in a crisis. More than 35,000 amateur radio operators across the country participated in last year?s event.
?The fastest way to turn a crisis into a total disaster is to lose communications,? said Allen Pitts of the ARRL. ?From the earthquake and tsunami in Japan to tornadoes in Missouri, ham radio provided the most reliable communication networks in the first critical hours of the events. Because ham radios are not dependent on the Internet, cell towers or other infrastructure, they work when nothing else is available. We need nothing between us but air.?
In the Ramona area, the Ramona Outback Amateur Radio Society (ROARS) will be demonstrating amateur radio at Ramona Fire Station 82 at 3410 Dye Road, near the intersection of state Route 67 and Dye Road from 11 a.m. on Saturday, June 23, to 11 a.m. Sunday, June 24. They invite the public to come and see ham radio?s new capabilities and learn how to get their own FCC radio license before the next disaster strikes.
Amateur radio is growing in the United States. There are over 700,000 amateur radio licensees in the country, and more than 2.5 million worldwide. Through the ARRL?s Amateur Radio Emergency Services program, ham volunteers provide emergency communications for thousands of state and local emergency response agencies as well as non-emergency community services, all for free.

WARSAW, Poland - UEFA made its first formal charges of racism at the European Championship on Saturday, opening a case against the Croatian soccer association after receiving reports that fans made monkey chants at Italy forward Mario Balotelli.
Croatia is charged with "improper conduct" of supporters, including "racist chants, racist symbols" at a game in Poznan on Thursday, the European soccer governing body said in a statement.
UEFA received reports from anti-discrimination monitors working with Football Against Racism in Europe, who wrote that Croatia fans made monkey noises and displayed far-right nationalist flags.
Balotelli, who is black, started the game for Italy against Croatia, and was replaced in the second half of the 1-1 draw.
"It was fairly consistent throughout the game," FARE executive director Piara Powar told The Associated Press. "It was at its most intense as he was substituted and left the field."
The charge also relates to fireworks thrown on the field after Croatia scored, which delayed Italy's kickoff to restart the game.
UEFA said its disciplinary panel will judge the case against Croatia on Tuesday.
The Croatia soccer association (HNS) said it condemned the incident and "distances itself from all deviant behavior on the part of the fans."
Those responsible were "not supporters, but hooligans who should be isolated from all sports events," the Croatian organization said in a statement, appealing to UEFA "not to punish the Croatian national team."
UEFA rules make national associations responsible for their fans' behavior. Punishments range from warnings and a sliding scale of fines to points deductions and even expulsion from Euro 2012.
Four years ago, UEFA fined Croatia about $20,000 for its fans' neo-Nazi flags and chants during a Euro 2008 quarterfinals loss against Turkey in Vienna.
Also in 2008, FIFA fined Croatia $27,700 after England forward Emile Heskey was subjected to racist abuse during a World Cup qualifying match in Zagreb.
UEFA is also studying reports that a banana was thrown toward the field from a section housing Croatia fans.
Balotelli has been the target of reported abuse at both Italy matches at Euro 2012.
UEFA is investigating claims by a Spanish fans' group that some Spain followers made monkey chants at him during a Group C match last Sunday in Gdansk.
In a separate investigation, UEFA is seeking evidence to support claims that Russian fans made monkey noises at Czech Republic defender Theodor Gebre Selassie in Wroclaw.
UEFA pledged zero tolerance of racism in Poland and Ukraine during the three-week tournament.

On an episode of UK's "The Graham Norton Show" that aired Friday, the?"Rock of Ages" actor, who brought along his mother, Barbara, to the taping, lost his patience when host Graham Norton brought up his failed marriage.

"My mum is here. She got upset when you dragged up my marriage. I saw her cry, Graham," the comedic actor fumed. "That's the reality because it's real people, Graham, that's my real mum. I have come here to promote a film and you made my mum cry. I don't see you as that sort of person, Graham."
"I don't see myself as that kind of person ..." Norton, 49, said in defense while insisting that he only inquired due to the fact that Perry was on his show last week.

But Brand wasn't ready to finish schooling Norton on his wrongdoing. "What I would have done, mate, in your position is come up to me before the show and gone, 'Eh, listen it's a bit odd your ex-missus was on last week. I might mention it, is that OK?'"

Meanwhile, just days before his appearance on?"The Graham Norton" show, Brand appeared to be in much different spirits over his personal affairs.
"You just have to have acceptance of things," he told "Lorraine's"?Lorraine Kelly during a Thursday interview about his 17-month failed marriage. "She is a person that I love, but now this is a new time."

Complain, if you must, about that loftier monthly apartment payment, but those rising rents may help rekindle the chilly U.S. housing market, according to a new report.
Falling home prices and record-low mortgage rates have failed to do much to entice a fresh flock of buyers, keeping the housing market largely dormant. Although home sales and prices rose in April and the market appears to have bottomed in many areas, foreclosures and underwater homes appear likely to keep activity depressed for years to come.
To the rescue, perhaps: an invigorated national rental market. As the housing market has tanked, young adults increasingly have turned to the rental market. Last year alone the number of renter households grew by 1 million -- the largest such boost since the early 1980s. That has caused rents to edge higher across the country, says an?analysis?released today by Harvard University?s Joint Center for Housing Studies.
?I would think that with rents rising, this would be an incentive (to purchase a house) for those renters who have been holding off but who eventually planned to buy,? said Dan McCue, research manager at the Joint Center for Housing Studies.

The rental market is in the midst of a ?sharp turnaround,? says the Harvard report. Nationally, apartment vacancies declined from 10.6 percent in 2009 to 9.5 percent last year ? the lowest vacancy rate since 2002. Vacancy rates fell in two-thirds of America?s 75 largest metro areas last year.
Typically, adults under age 25 comprise the bulk of the U.S. renter population. But the 25-to-34-year-old crowd is driving the latest uptick, accounting for 645,000 new, rental households between 2006 and 2011, the Harvard researchers found.
Rental inflation was ?evident in all regions,? but cities in the Northeast posted the largest collective increase ? 6.5 percent ? while rental rates in western U.S. cities bumped 5.2 percent higher in 2011, according to the report.
Renters in the San Francisco area were among the hardest hit, with rents up 11 percent last year.

A year ago that apartment would have rented for $3,200, Broermann estimated. Such sticker shock is likely to induce more San Francisco renters to consider purchasing instead, Broermann said.
?If you?re paying $4,000 for a one bedroom, you might consider buying a place,? Broermann said.
As evidence, he mentioned a 1,000-square-foot loft in a ?reputable building? listed three weeks ago for $699,000 that already has drawn three bids. At current mortgage rates, and with 20 percent down, monthly principal and interest payments on the property would be under $2,700.?
?I haven?t seen multiple offers in years. In fact, sales haven?t been this strong in six or seven years,? he said. ?Really, it?s the lack of supply in both sectors" ? rentals and existing homes ? that?s now fueling the San Francisco housing market, he said.
Of course, the Bay Area market is unique for its close ties to the high-tech industry, which is undergoing a new boom with the explosion of new-generation Web and social media companies led by Facebook.
Nationally, the available stock of homes listed for?sale was down 20 percent last month compared to a year earlier ? or 1.88 million homes total, Realtor.com reported Wednesday. Sales of existing-homes rose 3.4 percent from March to April according to the Realtors group.?

"That (attitude)?has a secondary effect (on other prospective buyers, including many renters) who think - oh, everything?s going to boom, all these kids are going to have money, these places are going to worth more. So people are trying to beat them to buy places."?

R. Allen Stanford gets 110 years in prison for $7B Ponzi scheme
R. Allen Stanford was sentended Thursday to 110 years in prison for bilking investors out of more than $7 billion over 20 years in one of the largest Ponzi schemes in US history. The Texas tycoon and former billionaire used to be one of the richest men in the country.

U.S. District Judge David Hittner handed down the sentence during a court hearing in which two people spoke on behalf of Stanford's investors about how his fraud had affected their lives.
Prosecutors had asked that Stanford be sentenced to 230 years in prison, the maximum sentence possible after a jury convicted the one-time billionaire in March on 13 of 14 fraud-related counts. Stanford's convictions on conspiracy, wire and mail fraud charges followed a seven-week trial.
Stanford's attorneys had asked for a maximum of 44 months, a sentence he could have completed within about eight months because he has been jailed since his arrest in June 2009.
During Thursday's sentencing hearing, Stanford gave rambling statement to the court in which he denied he did anything wrong. Speaking for more than 40 minutes, Stanford said he was a scapegoat and blamed the federal government and a U.S. appointed receiver who took over his companies for tearing down his business empire and preventing his investors from getting any of their money back.
"I'm not here to ask for sympathy or forgiveness or to throw myself at your mercy," Stanford told Hittner. "I did not run a Ponzi scheme. I didn't defraud anybody."
Stanford was once considered one of the richest men in the U.S., with an estimated net worth of more than $2 billion. His financial empire stretched from the U.S. to Latin America and the Caribbean. But after his arrest, all of his assets were seized and he had to rely on court-appointed attorneys to defend him.
Calling Stanford arrogant and remorseless, prosecutors said he used the money from investors who bought certificates of deposit, or CDs, from his bank on the Caribbean island nation of Antigua to fund a string of failed businesses, bribe regulators and pay for a lavish lifestyle that included yachts, a fleet of private jets and sponsorship of cricket tournaments.
Defense attorneys portrayed Stanford, 62, as a visionary entrepreneur who made money for investors and conducted legitimate business deals. They accused the prosecution's star witness ? James M. Davis, the former chief financial officer for Stanford's various companies ? of being behind the fraud and tried to discredit him by calling him a liar and tax cheat.
The jury that convicted Stanford also cleared the way for U.S. authorities to go after about $330 million in stolen investor funds sitting in the financier's frozen foreign bank accounts in Canada, England and Switzerland.
But due to legal wrangling, it could be years before the more than 21,000 investors recover anything, and whatever they ultimately get will only be a fraction of what they lost.
The financier's trial was delayed after he was declared incompetent in January 2011 due to an anti-anxiety drug addiction he developed in jail. He underwent treatment and was declared fit for trial in December.
Three other former Stanford executives are scheduled for trial in September. A former Antiguan financial regulator was indicted and awaits extradition to the U.S.
Stanford and his former executives also are fighting a lawsuit from the U.S. Securities and Exchange Commission that accuses them of fraud.

McMahon, the co-founder and former CEO of WWE, largely ignored Shays' attacks. While she repeatedly said she was proud of her record building the WWE entertainment empire, McMahon hewed close to a script that focused almost exclusively on jobs and her ideas about righting the U.S. economy.
"I am proud of the jobs I have created here in Connecticut and I am proud of the millions of dollars we have put in to the economy of our state,'' she said. "But let me just assure you...we have big issues to talk about ... issues about people being out of work ... health care, Social Security ... these are the issues of the day that ... the voters of Connecticut are concerned about.''
Shays contrasted his 21 years in Congress ? he represented the state's 4th District before losing to Democrat Jim Himes in 2008 ? with McMahon's experience running a wrestling company. He mocked McMahon's record as a job creator: "Hugh Hefner is a job creator. I don't want him being there and I don't want Linda McMahon being there."
Thursday's meeting at the University of Connecticut, sponsored by Fox CT and The Courant, was the first one-on-one debate between Shays and McMahon and their first formal meeting since the Republican convention in mid-May. McMahon won the backing of delegates at the convention, but Shays met the threshold to qualify for an Aug. 14 primary.
McMahon, a multimillionaire who plowed $50 million of her own money into her losing 2010 effort to win a seat in the Senate, is already running television ads and, according to a Quinnipiac University poll released last week, leads Shays by 29 points.
